Kolobkov was appointed Russian Minister of Sport in October 2016. His predecessor Vitaly Mutko had been implicated in the state-sponsored doping detailed in the World Anti-Doping Agency's (WADA) Independent Commission. Kolobkov himself, as Deputy Sports Minister, had been barred from Wada's Foundation Board due to Russian Anti-Doping Agency (RUSADA) being declared non-compliant with the WADA code.

Calgary Olympics - Speed Skating

Speed Skating - 1988 Calgary Winter Olympics - Women's 1000m Medal Presentation
East Germany's gold medal winner Christa Rothenburger Luding (gold), with compatriot Karin Enke-Kania, who won the silver, at the Olympic Oval, Calgary, Canada.
Rothenburger won the gold medal in a new World Record, she also won a silver medal in the 500m.
Later that year Rothenburger won a silver medal in sprint cycling at the Seoul Olympics, becoming the first woman to win medals in both the Winter and Summer Olympics.
